Senior official of the Communist Party of China (CPC) and member of the Standing Committee of the Political Bureau of the CPC Central Committee Liu Yunshan paid an official visit to Mongolia, from October 1 to 2, at the invitation of Speaker of Parliament M.Enkhbold.
President Ts.Elbegdorj received Liu to discuss the relations and cooperation between the two countries. During their meeting, Liu stated that the main purpose of his visit was to implement agreements that were reached during recent visits to Mongolia by high-level officials from China.
The President noted that developing the Mongolia-China comprehensive strategic partnership in all fields is one of Mongolia’s foreign policy directions, and maintaining the current frequency of high-level visits between the two countries is important to strengthening relations and cooperation. He highlighted that the new Cabinet and Parliament will maintain previously established policies to collaborate with China, and the next China-Mongolia-Russia trilateral meeting in Ulaanbaatar is expected to take place in May 2017. He then said, “The deputy ministers of the three countries will meet to talk about preparations for the trilateral meeting, and they will make clear when it will be held.”
Ts.Elbegdorj noted that Mongolia, China, and Russia endorsed establishing an economic corridor at a trilateral meeting in Tashkent, Uzbekistan, in June, during the summit of the Council of Heads of Member States of the Shanghai Cooperation Organization. He said Mongolia understands its proposals need to be aligned with Russian and Chinese policies, and there should be a focus on kicking off projects.
Liu emphasized that China will collaborate with Mongolia to implement bilateral and trilateral cooperation projects.
Speaker of Parliament M.Enkhbold also welcomed Liu and his accompanying delegation, and hosted an official meeting with a number of MPs and state officials. At the beginning of the meeting, M.Enkhbold stressed that the Chinese official’s visit was of great importance to deepening the comprehensive strategic partnership and developing fruitful cooperation between the two countries.
He stated that Mongolia needs to collaborate with China closely to overcome the current economic challenges, and said that Parliament will support the proposals put forward by the Cabinet to enhance the legal and regulatory environment for foreign investors and entrepreneurs in Mongolia. The Speaker noted Mongolia has an interest in collaborating with China to implement Mongolian mega projects and to renegotiate on delayed projects.
Speaker M.Enkhbold also asked his Chinese counterpart if China could issue a long-term soft loan to overcome economic challenges and provide support for implementing mortgage programs in Mongolia.
During their meeting, Liu noted that China and Mongolia have to work together by harnessing cohesion between the development strategies of the two countries, and by taking advantage of the opportunities that arise during globally challenging economic times. He also stated that it is possible for China to support Mongolia in dealing with its economic difficulties.
At the end of their meeting, Liu asked the Speaker to allow representatives from Mongolian Parliament to attend the second meeting of the Mongolian Parliament and China’s National People’s Congress cooperative mechanism which is scheduled to take place in Beijing this year.
Liu Yunshan also met with Prime Minister J.Erdenebat to exchange views on the Mongolia- China comprehensive strategic partnership. The PM said that the government is working to execute a policy for supporting foreign investors and entrepreneurs to overcome economic challenges. He highlighted that Mongolia has to collaborate with China to implement mega projects to bring about cost-effective and fruitful cooperation.
